The Punjab and Haryana High Court has expressed serious concern over the increasing number of false First Information Reports (FIRs), especially those involving allegations of moral turpitude. The court highlighted the misuse of the legal process, impacting individuals and straining law enforcement resources.

In a significant directive, the court has mandated the development of a Standard Operating Procedure (SOP) for investigating such cases. This SOP will necessitate a preliminary probe by Class-I gazetted officers before formal FIR registration.

The court’s decision stems from a specific case where the complainant retracted her allegations and subsequently married one of the accused. This instance underscored the urgent need for stricter procedures to prevent frivolous complaints.
